Report of County Administrator

  1. Press Release Regarding Death of Detainee - The County Administrator reported that a detainee died at the Detention Center on Tuesday, February 15th, and read to Council the County's press release about the death.
  2. Press Release Regarding Citizen Forums - The County Administrator reported that the first of five Citizens Forums in the new Millennium is scheduled for February 29, 2000, 6:30 P.M. until 8:30 P.M. at Columbia High School. This format is open forum and will serve the citizens who reside in Council Districts One, Two and Four.
  3. Women's Olympic Marathon Trial - The County Administrator distributed a list of events related to the Women's Olympic Trials, and announced that County employees are being encouraged to participate in Carolina Marathon Association events.
  4. Rescheduling of Council Meeting - Due to several Council Members attending the NACO conference in Washington, D.C. on March 7th, the County Administrator asked Council to consider rescheduling this meeting. Council moved to cancel the March 7th Council Meeting and reschedule the meeting for March 14th. Action: CLERK OF COUNCIL

Report of County Attorney for Executive Session Matters - no executive session items.

1. Second Reading Items

  1. General Obligation Bonds for Midlands Technical College - Second reading approval given to an ordinance authorizing the issuance and sale of general obligation bonds in the amount of $2,000,000 and authorizing the issuance and sale of a general obligation bond anticipation note in the amount of $1,500,000 to defray a portion of the cost of the Northeast Technology Center.   2. Amendment to the Recreation Commission's Bond Ordinance and Resolution Calling for Public Hearing - Second reading approval of an ordinance amending the Recreation commission Bond Ordinance to transfer $420,000 from funds to be used to purchase property to an adult activity center on Parklane Road. Approval of a Resolution calling for a public hearing pertaining to the ordinance amendment. Info: CLERK OF COUNCIL
  3. Conveyance of sewer lines to the City of Columbia for Phase I of the Haskell Heights Sewer Project - Second reading approval given to an ordinance authorizing the execution of a deed to the City for sewer lines located along Robertson Street and Blakely Street in Haskell Heights.   4. Quit-Claim Deed to Relinquish Richland County's Interest in Robertson Creek Road - Deferred. Info: LEGAL/PUBLIC WORKS
  5. Ordinance Amendment to the Zoning Code (deletion of special exception for commercial uses in rural zones) - Second reading approval given to an ordinance deleting commercial uses with up to 5,000 square feet of floor area as a permitted special exception in rural zones. Info: PLANNING

Smith - Motion made to refer the funding request from Eau Claire Health Center to the A&F Committee. Action: ADMINISTRATION

Smith - Motion made to schedule the Salvation Army for a presentation to Council on March 14th. Action: CLERK OF COUNCIL

Meetze - Requested the County Administrator to schedule trip to Newberry County to look at the road construction performed there. Action: ADMINISTRATION

Pearce - Referred to D&S Committee the issue of citizen complaints regarding Genesis Cable. Action: ADMINISTRATION/OMBUDSMAN
