(Richland PIO) – During its special called meeting Tuesday, Richland County Councilmembers approved the creation of a public-private economic development partnership (P3). The transition of the County’s economic development functions to a P3 will allow Richland County to compete more effectively in the high-stakes battle to attract and retain quality job opportunities.
In the coming months, the new partnership will establish a board of directors composed of Councilmembers, County-appointed members, and individuals in the private sector. The County plans to officially launch the P3 in 2025, with full operation planned by mid-year.
“I’m grateful for our Council’s diligence in evaluating this opportunity and proud of our commitment to support the continued growth of economic development with this vote,” said Jesica Mackey, Richland County Council Chair. “Over the past two years, Council thoroughly investigated the viability and benefits of a public-private economic development commission, which included committee meetings and a focus group of community leaders.”
Richland County enlisted national consulting firm TIP Strategies Inc. to execute a County-led strategic plan in 2021. The resulting plan advised the County to transition its Economic Development Department to a P3 in order to better address the needs of residents, strengthen private-sector engagement, and more effectively compete for high-value jobs.
“With the creation of this new partnership, Richland County will join a number of successful communities in utilizing a P3 for economic development, such as the Greenville Area Development Corporation in the Upstate,” Mackey said.
Founded in 2011, the County’s economic development office has been the driving force behind recent successes such as the recruitment of Jushi USA, Capgemini, Mark Anthony Brewing, Cirba Solutions and Scout Motors.
