Commission Annual Report – Mr. Jake Clamp, Chairman, Rev. Dr. Galloway,
Commissioner, and Ms. Jan Hines, Salvation Army, presented the Commission’s
major initiatives to Council.

Pet – Council Member McEachern presented a Resolution commending Mr. Stewart
Mungo for his efforts with Project Pet.

Report of County
Attorney for Executive Session Matters – The County Attorney stated the
following items were possible executive session items:
- Briefing
on attempted escape from the Richland County Detention Center – Security
issues surrounding this issue were recommended for executive session.
- Briefing
on process/cost agreement with Columbia Venture – Due to contractual negotiations,
these agreements were recommended for executive session.
- Economic
Development Matters – Detailed discussion of projects to be reported under
Report of Economic Development Committee recommended for executive session.
Report of County
Administrator
- Report of
Escape Attempt at Detention Center – The County Administrator reported
the facts of the escape attempt and murder of Officer Glenn. The Sheriff’s
Department is conducting a criminal investigation and the County staff are
conducting an internal operational investigation concerning Detention Center
procedures. The operational investigation will be completed in two weeks.
A memorial service for Officer Glenn will be held this week.
- Resolution
Recognizing the Register of Deeds Office – The County Administrator presented
Ms. Ruby Ditmer with a Certificate recognizing her 25 years of service with
the Register of Deeds Office. Mr. John Norris, Registrar, was presented with
a NACO award certificate for innovation at the Register of Deeds Office.
- Council Retreat
Dates – The County Administrator requested that Council consider January
11th through January 13th for holding Council’s Retreat
at Wampee. The Council Chair requested that the Clerk of Council poll Council
Members and inform the County Administrator of the outcome. Action: Clerk

Amendment: Parking in Residential Zones – Third reading approval given
to this ordinance amendment adding automobiles, motor vehicles or any wheeled
conveyances to the prohibitions. Action: Legal/Planning
- Amendment
to the Richland County Code: Billboard Ordinance – Third reading approval
given to this ordinance amendment extending the billboard moratorium to December
25, 2000. Action: Planning/Legal

William Hutto, from RU to C-3, McCords Ferry Road – Third reading given

Amendment to
the Richland County Code: Animals and Fowl– Third reading given to this
amendment to Chapter Five, Animals and Fowl, which will provide for the confidentiality
of the identity of individuals who file animal nuisance complaints. Action:

4. Report of
Rules and Appointments Committee
- Appointment
to the East Richland Public Service Commission – Appointed Mr. Van Valkenburg.
Action: Clerk Of Council
- Citizen’s
Input – The Animal Control Citizen’s Advisory Committee urged Council
to renew efforts toward a City-County contract for the animal shelter, and
if that effort fails, to contract with another qualified entity. The Committee
also recommended a long range plan for construction of a County animal shelter.
Council referred these issues to D&S Committee.
- Report Of
Economic Development Committee – The Committee Chair, Paul Livingston,
recommended that Project Spider and Project Cold be taken up in executive
session.

Development Matter: Project Spider – Received as information.
- Economic
Development Matter: Project Cold – Instructed the County Administrator
to move forward in offering incentives as discussed in executive session.
- Contractual
Matter: Columbia Venture – Received as information.
- Contractual
Matter: Detention Center – Directed staff to contract with outside assistance
in reviewing internal procedures.
6. Motion Period/Announcements
- McEachern
– Moved to adopt a Resolution commending Mr. John Hutchinson for his service
to the County. Action: Legal/Clerk Of Council
- McEachern
– Moved to adopt a Resolution honoring Officer Alvin S. Glenn for his
service and dedication to the County. Action: Legal/Clerk Of Council
- Clerk of
Council – Announced that Council Member portraits will be taken at 4:00
p.m. on October 17th in the Council Chambers.
