Call
To Order – Joe
McEachern, Committee Chair, called the meeting to order at 4:40.
Adoption
of Agenda – The agenda was adopted as submitted.
Items for Action
- Administration:
Bond for Detention Center Expansion and Other Projects – The Committee
unanimously recommended that Council give first reading to an ordinance authorizing
the sale of General Obligation bonds for the purpose of funding projects associated
with the Detention Center, the Township Auditorium, the GIS system, telephone
system, and voting machines. The amount of the bonds is not to exceed $20,600,000.
Staff was also directed to provide additional information on these projects.
- Administration:
Police Officers’ Retirement – The Committee unanimously recommended that
Council approve this item with the following conditions:
- The employee
making the request must be retiring.
- The employee
must be a member of the Police Officers Retirement System at the time he
or she retires.
- The employee
must have had previous service under the Regular Retirement System while
in the same (or similar) job that he or she is in upon retirement.
- The amount
of time that can be converted cannot exceed ten years.
- Only service
time with Richland County is eligible to be converted.
Employees
taking advantage of this program must do so by the end of the 2001-02 fiscal
year, i.e., June 30, 2002. The Committee directed the County Administrator
to recommend an alternative end-date for this benefit.
