Call
To Order – Joe McEachern, Committee Chair, called
the meeting to order at 6:00.
Adoption
of Agenda – The agenda was adopted as submitted.
Items for Action
- Local Option
Sales Tax: Should We or Shouldn’t We? – The Committee unanimously recommended
to forward this item to Council for the Chairperson to appoint a four member
committee to provide Council with a recommendation and an action plan for
proceeding.
- Auditor’s
Office: Funds for Mailing Tax Bills – The Committee unanimously recommended
Council approve the purchase of 534,000 pre-printed tax notices required for
property tax billing from Data-Tec from in the amount of $54,763.38.
- City Center
Business Improvement District – The Committee unanimously recommended
to forward this item to Council at the next scheduled Council meeting. However,
this issue shall be discussed further at a budget worksession before that
Council meeting. Staff was directed to provide more information at the worksession
about the properties in the proposed BID (Business Improvement District) which
are already participating in the Vista TIF (Tax Increment Financing) District.

Services –
- Purchase
Orders – The Committee unanimously recommended that Council approve
the purchase orders/contracts with the following vendors for the services
provided at the following costs:
- City of
Columbia, diesel and gasoline, $ 74,000
- Motorola,
maintenance and service, $ 45,000
- SCANA,
radio service, $117,000
- Carolina
Occupational, health and physicals, $ 37,000
- Ambulance
Chassis Purchase – The Committee unanimously recommended that Council approve
the purchase of five ambulance chassis from Covenant Distributors, Inc.
in the amount of $137,500.
- Ambulance
Remount Procurement – The Committee unanimously recommended that Council
approve the contract renewal to Professional Fabrication in the amount of
$53,808 for remounting ambulance vehicles.
- Information
Technology –
- Quality
Assurance for Data Conversion Project – The Committee unanimously recommended
that Council authorize staff to negotiate and award a contract for Quality
Assurance services to be performed during the upcoming parcel data conversion
project in an amount not to exceed $250,000.
- University
of South Carolina Geography Department Contract – The Committee unanimously
recommended that Council approve the renewal of an existing contract in
the amount of $36,085 with the University of South Carolina Geography Department
for graduate student and faculty assistance on two County projects: providing
analysis and technical support in developing geographic solutions to surface-water
related problems, and developing an internet-based data request and packaging
applications.
