Establish a Service

To establish or cancel water or sewer service with Richland County Utilities, follow the directions below. If you have questions, please call (803) 401-0050, Monday through Friday from 8:00 a.m. to 4:30 p.m. (closed for lunch 12:00 p.m. to 1:00 p.m.) or refer to the following:

For Property Owners and Renters

Determine if RCU water and/or sewer is available for the property.

  • View a map of our service areas or call (803) 401-0050

Complete the following forms:

  • Utilities Service Application
  • Water Users Agreement and/or
  • Sewer Users Agreement
  • Sanitary Sewer Service Easement (if applicable)

**Find your TMS No. 

You will need:

  • One of the following valid picture identification forms
    • Drivers license
    • State issued identification card
    • Military-issued identification card
    • Passport
  • If you're a renter: A copy of the lease with the name of the tenant and landlord along with their signatures
  • If you're a homeowner: Proof you purchased the property (a copy of the recorded deed, closing statement, or copy of paid property tax receipt) 

Bring the completed forms, your ID and, if you're a renter, a copy of your lease to:

If you are unable to come to RCU office, you may execute Special Power of Attorney, to authorize someone else to act on your behalf. Please use the form below or provide your own, The form must include the property owner’s signature, a witness signature, as well as a separate notary signature that includes the proper notarization.

For New Construction/New Connections

Determine if RCU water and/or sewer is available for the property.

Complete the following forms:

  • Utility Service Application
  • Water Users Agreement and/or
  • Sewer Users Agreement

You will need:

  • One of the following valid picture identification forms:
    • Drivers license
    • State issued identification card
    • Military-issued identification card
    • Passport
  • A copy of your property plat

Next Steps:

Once your fees have been paid, you'll receive a blue flag. You should:

  1. Choose a location for your water meter. The location must be on the property line closest to the water main.
  2. Place the flag your property at the requested location of your water meter. 
  3. Your new service will be installed in approximately 10 days. 

For Commercial Users

Determine if RCU water and/or sewer is available for the property.

Read the Fats, Oils and Grease Regulations:

Before you set up service, be sure you're fully equipped to properly handle your fats, oils and grease according to regulation. 

 

Complete the following forms:

  • Utility Service Application
  • Water Users Agreement and/or
  • Sewer Users Agreement
  • Sanitary Sewer Service Easement (if applicable)

**Find your TMS No. 

 

You will need:

  • One of the following valid picture identification forms:
    • Drivers license
    • State issued identification card
    • Military-issued identification card
    • Passport
