Install Utilities

There are four types of utilities that require project approval:

1.  Linear Projects

These projects include linear installation (more than 200 linear feet) with no structure.  Linear project proposals on county roads and private roads are required to obtain a Land Disturbance Permit from the Engineering Land Development Division. Projects proposed exclusively within the SCDOT right-of-way must obtain permitting from SCDOT only.  Any portion of the proposal not located within SCDOT right-of-way must obtain permitting from the County (only that portion).

Note: Linear Projects are not part of the 17-day process and should be submitted directly to William Simon, Engineering (Land Development) Division through Etrakit. To Set Up an Account or Login to your Account: click here.

2.  Encroachment Permits

These projects include linear installation (less than 200 linear feet) and primarily includes Water & Sewer Extensions or Taps, Road Improvements or Widening and Signage. Encroachment Permits are reviewed by the Engineering (Transportation) Division of the Department of Public Works. Projects proposed exclusively within the SCDOT right-of-way must obtain permitting from SCDOT. Any portion of the proposal not located within SCDOT right-of-way must obtain permitting from the County (only that portion). For a copy of the Encroachment Permit Application, click here.

Note: Encroachment Permits are not part of the 17-day process and should be submitted directly to Stacy Culbreath, PE, Engineering (Transportation) Division at 400 Powell Road, Columbia, SC 29204
