Richland County, South Carolina

Richland County is issuing this Notice of Funding Availability (NOFA) for the allocation of its Community Development Block Grant (CDBG), Community Development Block Grant subject to the Coronavirus Aid, Relief and Economic Security Act (CARES Act) (CDBG-CV) and HOME Investment Partnership (HOME) for Federal Fiscal Year FY 2022.  The federal funds are entitlement funds allocated to the County through the U.S. Department of Housing and Urban Development (HUD). Richland County intends to allocate a portion of its CDBG, CDBG-CV, and HOME funds to non-profit organizations for social (public) service programs to very low- and low-income residents of Richland County and to non-profit or private developers for construction activities. CDBG applications will only be accepted for affordable housing, public facilities and improvements, public service, and economic development activities. CDBG-CV applications must be proposals for activities to prevent, prepare for, and respond to coronavirus among individuals and families.

The federal grant program applications must be for projects that will have a direct impact on very low- to moderate-income residents living within Richland County exclusive of the City of Columbia and incorporated municipalities in the County. Funding available for each program includes up to the following amounts listed below:

CDBG: $1,693,966                          

CDBG-CV: $980,000

HOME: $868,030

A mandatory application training will be held virtually throughout the day on Wednesday, October 19, 2022.

At the mandatory application training, Community Development staff will discuss the grant programs, application requirements and criteria, and answered questions on how to develop a competitive application. The purpose of these public hearings are to gather information on needs and requests for financial assistance for programs and activities for funding under the County’s Five-Year Consolidated Plan for FY 2022-2026, Annual Action Plan for 2022 and HOME ARP Allocation Plan which the County will submit to the U.S. Department of Housing and Urban Development for the Community Development Block Grant (CDBG), the HOME Investment Partnership Program (HOME) Funds, and HOME-ARP Funds.

All interested residents are encouraged to attend this public hearing and they will be given the opportunity to present oral or written testimony concerning the needs of Richland County and the use of CDBG, HOME and HOME-ARP funds to address those needs over the next five (5) years.
