Homelessness Prevention and Rapid Re-Housing Program - (HPRP)
Richland County will receive $568,201 as a formula grant (not competitive, but required to submit Substantial Amendment to HUD). The Homelessness Prevention Fund will provide financial assistance and services to prevent individuals and families from becoming homeless and help those who are experiencing homelessness to be quickly re-housed and stabilized. The funds under this program are intended to target individuals and families who would be homeless but for this assistance. The funds will provide for a variety of assistance, including: short-term or medium-term rental assistance and housing relocation and stabilization services, including such activities as mediation, credit counseling, security or utility deposits, utility payments, moving cost assistance, and case management. At least 60 percent of funds must be spent within two years; all funds must be spent within three years. Notification of allotment amounts for the entitlement grantees was announced on February. 25th. The Request for Proposals (RFP) was released on April 30, 2009. The Substantial Amendment submitted to HUD was approved on July 14, 2009. Recommendations for funding were approved by County Council on July 21, 2009. Community Development Block Grant Recovery – (CDBG-R)
Richland County will receive $ 371,569 as a formula grant. Notification of allotment amounts for the entitlement grantees was announced on February 25th with the Final Notices and other information released by HUD on May 4, 2009. Substantial amendments to the 2008 Action Plan were submitted to HUD on June 29, 2009. Richland County received the Notice of Funding from the U.S. Department of Housing and Urban Development August 12, 2009. The Community Development Block Grant (CDBG –R) program enables local governments to undertake a wide range of activities intended to create suitable living environments, provide decent affordable housing and create economic opportunities, primarily for persons of low and moderate income. Under the Recovery Act, recipients shall give priority to projects that can award contracts based on bids within 120 days of the grant agreement. Please view the public notice below.

Neighborhood Stabilization Program – (NSP-1)
As authorized under Title III of the Housing and Economic Recovery Act (HERA) of 2008, the U.S. Department of Housing and Urban Development (HUD)’s new Neighborhood Stabilization Program (NSP-1) will provide emergency assistance to acquire and redevelop foreclosed properties that might otherwise become sources of abandonment and blight within their communities. NSP funds are a special allocation of Community Development Block Grant (CDBG) funds. The NSP-1 provides grants to every state and certain local communities based on a greatest need formula developed by HUD. This formula was based on several factors including the highest rates of foreclosure, sub-prime mortgages, and abandoned homes. The program is targeted to households with incomes at or below 120 percent (120%) of the area median income with a portion of the funds targeted to households at or below 50 percent (50%) of the area median income. Richland County received $2,221,859 in NSP-1 funding on March 16, 2009. The Richland County Community Development Department has been designated to administer the NSP-1 funds for the purpose of stabilizing neighborhoods, and to preserve affordable housing opportunities for the citizens of Richland County.
The Richland County Community Development Department (RCCDD) received the responses to the Request for Qualifications (RFQ) on March 16, 2009. Subrecipients have been approved from the responses and the awards are as follows:

Richland County in a statewide partnership with South Carolina State Housing Finance and Development Authority (SCSHFDA) applied for Neighborhood Stabilization Program (NSP 2) funds. A national competition for up to $1.93 billion, Richland County applied with Greenville, Charleston, Horry and Beaufort Counties with the SCSHFDA as the lead agent for $26 million. The application was not funded and no one in the state of South Carolina was funded with NSP 2 funding.
Neighborhood Stabilization Program Round III -(NSP-3)
Richland County received 1.3 million in NSP-3 funds from South Carolina State Housing Finance and Development Authority (SCSHFDA). Awards were made as follows:
