Quail Creek Neighborhood Eligibility Survey
During the month of May 2025, the Richland County Community Development Office is conducting a Neighborhood Eligibility Survey to determine if the Quail Creek Neighborhood located off of Lower Richland Blvd. is eligible for potential future investments of Federal grant funds. Eligibility for grant funding to improve infrastructure and other community needs is often restricted to neighborhoods or Census tracts with a demonstrated low- to moderate-income population.
Households in Quail Creek will be randomly selected to participate in the survey. By filling out this 3-minute confidential survey, residents can help determine the neighborhood’s eligibility.
THE SURVEY
The County is partnering with Midlands Market Research to conduct this Neighborhood Eligibility Survey process. This survey is confidential, minimally invasive, and completely voluntary for Quail Creek residents. The survey is for both homeowners and renters, and will simply ask for address, family/household size, and total gross family income. No identifying information will be saved or shared. All survey responses will be anonymously compiled to determine neighborhood eligibility.
WHO CAN PARTICIPATE
There are 317 individual houses in the Quail Creek Neighborhood. This Neighborhood Eligibility Survey process will randomly generate 103 addresses to participate in the survey. Your home may or may not be selected. If your home is selected for participation, you will be given the opportunity to complete the survey in-person at your door or through an online survey. If your house is selected, it is important you complete the survey to ensure the County reaches the required sample size.
NEXT STEPS
Quail Creek residents can help us determine their neighborhood’s eligibility by following these steps:
- The Midlands Market Research team will be in the Quail Creek Neighborhood on Tuesday, April 29, 2025 and Saturday, May 3, 2025 to conduct the Survey. Richland County signs will be put up in the neighborhood on the days they are present.
- The Team will knock on the door of each house selected to participate.
- a. If you’re home and want to do your part, they can assist you with filling out the survey right at your door.
- b. If you aren’t home or available, a doorhanger will be left with instructions on how to complete the survey online or by phone.
- The County hopes to have this survey process completed by Friday, May 9th.

How will I know if we are selected to participate?
A surveyor will visit your door on Tuesday, April 29th or Saturday, May 3rd. They will leave a door hanger if they miss you at home. If you miss them, you can complete the survey using the information provided on the door hanger.
Someone left a door hanger on my door. What do I do?
That’s okay! You can still complete the survey using the QR code on the hanger or by calling the phone # on the hanger to do the survey by phone at 803-576-2230.
What if I don’t receive a visit from a surveyor or a door hanger?
If you do not receive an in-person survey visit or a door hangar, then your home was not selected to participate in the survey. Please do encourage your neighbors to participate and keep your eye out for any additional communication from the County. If there is a low participation rate with the first set of houses, your address may be pulled for a second round of the survey.
Does the survey collect personal information?
No, the survey is completely anonymous and confidential. It only collects household and family size, address, and adjusted gross income. However, if there are multiple families living within a household, we ask you to include the family name in the survey. The name will not be shared with anyone and will be deleted when the data is compiled.
Am I required to complete the survey?
While filling out the household income survey is optional for Quail Creek residents, participation is crucial to qualify for federal funding. We urge families selected to participate to complete this voluntary income survey, as high response rates are vital to demonstrate community eligibility.
What is considered a family?
Family Definition: A family is a group of people who are related by blood, marriage, or adoption living within this household.
Can a household have more than one family?
Yes, a household can contain multiple families and includes all the people living in a dwelling unit. Unrelated individuals are considered one-person families for the purpose of the income survey.
Do renters or homeowners complete the survey for an address?
The survey is completed for each family residing at the address regardless of renter or homeowner status. One survey should reflect one specific family living at an address.
