Five-Year Consolidated Plan
In order for Richland County to get federal funds (CDBG/HOME), the County must complete a five-year consolidated plan. This plan requires the County to get input for citizens, particularly the population the plan affects, the low- and moderate-income population, to prepare a plan to identify and prioritize local needs in the areas of affordable housing, neighborhood development, economic development, public services and public works. The Consolidated Plan is updated every year with an Annual Action Plan. This plan outlines the proposed projects that will be undertaken for the current program year. Citizens Participation Plan
As a recipient of funds from the U.S. Department of Housing and Urban Development (HUD), Richland County Community Development is required to outline ways in which the citizens of Richland County can actively participate.
