Richland County Government is excited to announce the addition of Warren Harley to the administrative team.

Warren Harley comes to us with 15 years of local government experience. Most recently he worked for the Municipal Association of SC where he served as Governmental Affairs Liaison for the last seven years. He provided training and guidance to the cities and towns of SC and served as the association’s lobbyist, working with members of the SC General Assembly and advocating for issues that impact local government. During his eight years with the City of Orangeburg, he was promoted to Asst. City Administrator.

Mr. Harley will be working with CASA, Special Services, Animal Care, Alvin S. Glenn Detention Center, Court Administration, Solid Waste, Emergency Medical Services and Sustainability.
